Meaning
「とは」 is used when an unexpected situation arises to express the speaker's surprise, anger, admiration, or other emotions. 「なんて」 is the more casual, colloquial equivalent.
Note: The clause after 「とは」/「なんて」 can sometimes be omitted, directly conveying an exclamatory tone.
