Meaning
This pattern is used to report or convey information that you heard from someone else. Unlike 「...と言いました」which directly quotes someone's exact words, 「...と言っていました」expresses reported speech or hearsay—what someone told you about something. It emphasizes passing along information rather than quoting directly.
