Meaning
This pattern is used to describe something that has been decided, scheduled, or established as a rule or custom beforehand. It emphasizes that this arrangement exists regardless of the speaker's personal wishes or intentions. To express what is NOT supposed to happen, use the negative form: ないことになっています.
